[ixpmanager] BirdsEye

[Josh Meyers]

So installed Birdseye, php works but the Birdseye never invokes nor does it
provide a error message.  apt installed php 7 im guessing perhaps it doesnt
support 7.  Anyone luck with BirdsEye on php 7 yet?
