[ixpmanager] Infrastructure Dashboard not Updating

In version issue-406

The dashboard which shows Infrastructure Ports connected and Total capacity
on the main Admin dashboard isn't updating in issue-406 version.

I could swear theres a cron that needs to be placed to make this happen but
drawing a blank.
