[ixpmanager] Mail config

I said screw it and just used postfix to rewrite all outbound mail from that box. 
Probably ought to make documentation a bit more clear on how to do this via the built-in tools.

What do I have to do in the .env to use the information I put into config/mail.php? I configured mail.php for both our own SMTP server and MailGun (at different times) and it still just sends the mail locally.
