[ixpmanager] v4 OpenBGPd Template

I never got around to making one for v3, so I figured I'd start fresh for v4. 

I see on github the files under "resources/views/api/v4/router/server/bird". I'd imagine with some amount of effort, I could migrate that to OpenBGPd. However, how does this get called? How would IXP Manager know to look in "resources/skins/exampleskin/api/v4/router/server/openbgpd"? 

Oh, maybe http://ixp-manager.readthedocs.io/en/latest/features/router-configuration.html tells me that?
