[ixpmanager] v4 OpenBGPd Template

I reset the routers.php to default to exclude anything I changed in there. I then pulled the... wait, you said you pulled out the /ixp from the documentation a while back (which I change to /ixpmanager as other places in documentation that reference /ixp match /ixpmanager in my install. I'll give that a try. Meanwhile, the following output resulted in the attached file.
