[ixpmanager] v4 IRRDB

I'm glad I'm being seen at least partially helpful and not a pain. 

I'm assuming that since I have some information entered now, I shouldn't run those? Well, I guess all I have entered so far is Cisco under Vendors. The others remain blank.

Thanks for working through these Mike. It's really helpful for 
documentation. 

Speaking of, I've just pushed to advise running some database seeders on 
a fresh install: 

php artisan db:seed --class=IRRDBs 
php artisan db:seed --class=Vendors 
php artisan db:seed --class=ContactGroups
