[ixpmanager] Shifting Gigabits

Hi all,

There's two answers to this:


1. IXP Manager <v4

The MRTG graph file is numbered by the 'Monitor Index' of the physical
interface.

To upgrade a member, just edit the physical interface and change the
speed and/or the switchport.

There will be no loss of graphing data as the file is not related to the
switch port.

2. IXP Manager >=v4

Same principal except we've gotten rid of manual indexing via 'Monitor
Index' and replaced it with the database ID.

We're currently documenting this as well as the upgrade instructions.
