[ixpmanager] Let's Encrypt

I found certbot after I made this post. 

I'll implement it right now.

since you’re on v4, using barry’s wonderful [1] install script, you 
should be on ubuntu 16.4, running apache. 
which means that the default certbot client [2] Just Works (tm).
