Ah, so you're trying to install v4 via:

https://ixp-manager.readthedocs.io/en/latest/install.html

I'm afraid that's just not quiet ready for public consumption just yet.

But if you want to try it out anyway, look at:

https://ixp-manager.readthedocs.io/en/latest/dev/vagrant.html

and take a sample .env from there.
