[ixpmanager] IXP-Manager install

Hey Barry, 

Thanks for the update.
It has been fun getting it semi operational :P
I still have a lot of digging around to do, but the system you guys have written is great and I would love to deploy it down here.
My data collection consists of counters in cacti, and mac based account just doesn't exist yet.
